Sean Leet

Chief Executive Officer

Sean’s career started at an early age as a sea-going Cadet in a family-owned marine business. Since that time, he has worked in various roles, including founding multiple start-up companies and managing the marine division of a large privately-owned corporation. Sean’s current business interests are focused on developing companies dedicated to innovation and Canadian expansion in the Blue Economy, solutions to advance the renewable energy industry in Canada, and playing a key role in the emerging Canadian Arctic sovereignty and security situation. He is involved in several joint-venture companies with Indigenous communities and international partners.

Sean serves on various corporate boards that govern Horizon Atlantic Capital’s investments, and he supports various community and industry organizations, including being a Member of the Memorial University Marine Industry Advisory Board, and an avid supporter of local charities. He holds a Master of Business Administration from Western University.

Nicole Langdon

Executive Assistant & Office Manager

Based in St. John’s, NL, with nearly 25 years of experience in executive and project team support, Nicole has supported large teams across various industries, including mining, architecture, oil and gas, and green energy.

Nicole brings exceptional interpersonal, organizational, and communication skills to her role, effectively managing multiple projects and deadlines. Detail-focused and highly organized, Nicole successfully coordinates complex events, scheduling, and travel, while overseeing the management of our office.

Nicole was awarded the President’s Medal of Academic Excellence as an honours graduate from the College of the North Atlantic’s Office Administration (Executive) Program. She has also completed WinSETT’s Women in Leadership program.

Jared Newcombe

Chief Operating Officer

Jared is an accomplished senior executive with over 30 years of leadership in the shipbuilding and marine industrial sector. As Chief Operating Officer at Horizon Naval Engineering, his focus is on executing the company’s strategic objectives and supporting long-term growth through sound commercial leadership and organizational alignment.

Previously served as Chief Commercial Officer at Ontario Shipyards and as Chief Executive Officer at Chantier Davie Canada where he led the successful reopening and transformation of Canada’s largest shipyard from receivership into a fully operational facility employing over 1,500 people. Jared delivered major vessel conversions, repairs, and new-build programs under tight timelines while restoring the yard’s credibility both nationally and internationally.

Jared is known for building high-performing teams, aligning stakeholders around shared objectives, and leading with clarity under pressure. Whether revitalizing legacy operations or scaling delivery capability, he brings a pragmatic and execution-focused leadership style that delivers results.

Sheila O’Neill

Indigenous Relations Manager

Sheila O’Neill is from Kippens, NL and is a member of Qalipu Mi’Kmaq First Nation. Sheila has a solid background in Indigenous issues and post-secondary education. Sheila is honoured to hold the role of Traditional Knowledge Keeper, and carries many teachings passed down by respected Elders. As a founding member and past president of the Newfoundland Aboriginal Women’s Network (NAWN), she has been part of a grassroots movement of empowerment of Indigenous women within the island portion of Newfoundland and Labrador.

Throughout her career as an educator, Sheila has worked as an instructor with College of the North Atlantic (CNA) in both Newfoundland and Labrador and at CNA’s campus in Doha, Qatar, in the Middle East. Sheila was employed as Coordinator of Indigenous Student Success at Memorial University of Newfoundland and Labrador and as Coordinator of Indigenous Research and Training with the First Nations Labour Market Pilot Project with AES, Inc. Most recently, Sheila held the role of Indigenous Relations Manager for World Energy GH2.

Sheila is the co-author of My Indian (2021) and Suliewey (2023) with Chief Mi’sel Joe, published by Breakwater Books, and “Newfoundland Mi’kmaw Resistance and Vibrancy in a History of Erasure” (M. Joe, S. O’Neill, J. Thorpe, J. Bound) which has been published in The Canadian Historical Review.

Sheila holds a Bachelor of Arts (English) and Bachelor of Education, both from Memorial University.

Saqamaw Mise’l Joe

Strategic Advisor

Chief Mise’l Joe was born in Miawpukek on June 4, 1947, into a strong Mi’kmaq family, and has been educated in all the Mi’kmaq ways and traditions. Since 1974, he has been involved in First Nation Politics, and in 1983, he inherited the lifelong roles of Traditional Saqamaw (Chief) and the Newfoundland District Chief for the Mi’kmaq Grand Council.

In 1988, he was elected as Administrative Chief for Miawpukek First Nation, a position he held for 35 years.

Chief Mise’l Joe has gained recognition provincially, nationally, and internationally. In 2012, he was awarded the Queen’s Jubilee Medal in recognition of making Canada better for communities. In May 2004, Chief Mi’sel Joe was awarded an Honorary Doctor of Laws, honoris causa, by Memorial University of Newfoundland & Labrador, in 2018, he was awarded the Order of Canada in recognition of his outstanding achievement, dedication to the community and service to the nation, and in In October 2024, Chief Mise’l Joe was invested into the Order of Newfoundland and Labrador in recognition of his impactful leadership and helping to foster a better understanding of Mi’kmaq people and their culture in Newfoundland and Labrador. In February 2025, he was awarded the King Charles Coronation Medal, in recognition of his valuable contribution to the country.

Chief Mise’l Joe resides in Miawpukek First Nation with his wife, Colletta. He has a daughter Leona; granddaughter Ansale'wit (Angel); and two great grandchildren, Ethan, and Amaya.
